Did former engineer, Matt Doran & the City of Brigantine follow proper procedure and adhere to state statutes? Matt Doran submitted invoices, and was paid for……estimates. Mr. Doran was paid a percentage of the estimates. This is in direct conflict with State of NJ statutes.
