Northend neighbors have major concerns regarding the old Rod & Reel site in Brigantine, particularly its redevelopment.
Residents worry about quality of fill used on site, potential zoning violations, impacts on public access to the bay, and other construction-related concerns.

Role of Brigantine in addressing concerns about Rod & Reel site.
Ensure redevelopment complies with the North End Redevelopment Plan and all relevant ordinances and regulations.
This includes overseeing the cleanup of the site, ensuring proper permits are obtained for all construction activities, maintaining public access to Steelman’s Bay, ensuring compliance with the CAPE/Atlantic Soil Conservation District requirements and ensuring that the fill material used on the site meets all material certification requirements.

Neighbor Suggestions:
Hire Licensed Site Remediation Professionals. Have LSRP certify that Rod n Reel site is clean from dirty materials, harmful levels of contaminants.
Develop planned properties as per the North End Redevelopment Plan. Do not allow lot changes or variances.

Brigantine Street Gifted to Developer.
Why did Brigantine City Council vacate (give away) 14th Street, back in June 2021?
Vacating of street effectively gave entire 14th Street N to adjacent property owner, Jack Scheurich.

Environmental Concerns and “Dirty Dirt”.
Potentially contaminated soil on site is significant worry and requires remediation by a Licensed Site Remediation Professional (LSRP). City must assure and oversee remedial work required.
Material imported onsite was ‘dirty dirt’. Wood, concrete, brick, plastic, etc. in the soil. Some illegally dumping trash, mattresses, cinder blocks, gasoline cans, boats, and various construction debris on sidewalk of old Rod and Reel, leftover stones from filling the gabion cages.

Cleanup / remediation of the soil is needed to protect Brigantine public health, safety, and welfare.
A municipal construction permit requires “Contractor must submit material certification for all material delivered for this project”.
