Harassment. Intimidation. Assault. Just another day of Brigantine Greenhead politics. The following information is being gathered in reference to Troy Platt, and his physical assault against a member of BrigantineNOW on Sept 13, 2018.
Platt, and a few other Brigantine insiders, are not happy that BrigantineNOW actually covers the news of Brigantine.
Often, that sharing of municipal news is uncomfortable for the elected leaders and public employees of Brigantine. They would rather these City Hall actions stay private. Better to keep the majority of taxpayers ( 2nd homeowners ) in the dark.
Platt and City of Brigantine Threaten & Intimidate Journalists. First Amendment be Damned.
Troy Platt was especially unhappy when BrigantineNOW wrote about the Brigantine FD overtime scandal a few years ago. This is where Fire Department captains were signing off on each other’s overtime. Troy Platt’s brother, Tighe, (‘Tiger’) was one of those FD captains involved in that scandal. Tiger Platt was not happy that BrigantineNOW posted video from those particular council meetings.
Tighe ‘Tiger’ Platt, of Absecon, is the Brigantine Fire Chief.
Surprisingly, Troy Platt filed a complaint against the Brigantine NOW journalist. We can only assume that Mr, Platt did this as a defensive measure. You see, Troy Platt has a well documented, violent background targeting women.
Troy Platt pleaded guilty to various forms of spousal abuse. Domestic Violence. Aggravated Stalking.
We can only assume that Mr. Platt doesn’t want to violate probation, go to jail, or further sully his past reputation for violent behavior.
Brigantine Mayor and various organizations OK with Platt’s domestic abuse background?
With such a background, we were amazed that Troy Platt found employment with the non-profit MMSC, managed by Bob Schoelkopf.
Neighbors are quietly appalled that Platt was working for a family-friendly organization like the MMSC. Was Schoelkopf and his board of directors aware of Platt’s background? Was a mandatory background check performed on Platt? We don’t think so.
As an organization that depends on donations from families, residents are shocked by this oversight. Did the MMSC org knowingly just look other way?
The MMSC is overseen by a board of directors lead by Brigantine’s Ken Schaffer, who works as an on-air announcer at WIBG Radio in Ocean City.
Platt is often involved in public facing events & activities that include children and young adults. The MMSC utilizes taxpayer owned real estate.
To date, we are unsure if the entire Marine Mammal Stranding Center (MMSC) board of directors have been made aware of these issues.
Brigantine Mayor Phil Guenther is the supervisor of ACIT. Atlantic County Institute of Technology. A large and fast growing county high school, that started out as a vo-tech. One of Guenther’s main responsibility is for the safety of his students. Vetting teachers and staff is mandatory.
Phil Guenther doesn’t seem to take that vetting responsibility seriously…. in Brigantine.
Brigantine Mayor Phil Guenther, along with Deputy Mayor Andy Simpson, were informed of the SEPT 13 assault perpetrated by Troy Platt. All declined to take action or even respond to our email communications to them.
The MMSC was also immediately informed of the Sept 13. assault, perpetrated by their employee, Platt. No response.
On Oct 22, Scholkoepf of MMSC responded by email to BrigantineNOW, saying the Board of Directors has no control over employees ‘hiring & firing’. (see email below)
A reach-out made to the MMSC’s Board of Director’s Ken Schaffer, did garner a response. Shaffer said he would consult the board and get back with a response. 3 weeks went by. Nothing.
3 weeks later, Guenther and Simpson were informed by BrigantineNOW that PLATT had a violent background that he plead guilty to.
Again, both Brigantine officials failed to act or respond.
Troy Platt is also the President of the non-profit Brigantine Hockey League. The BHL receives annual taxpayer funding, and utilizes taxpayer owned facilities. Platt is often directly involved with children, both local and non-local.
The Brigantine Chief of Police, the Brigantine City Manager and the Brigantine Director of Recreation have ultimate oversight, authority and responsibility in these situations.
Any youth program in the City of Brigantine which receives funding, in whole or part, from the City.
APPEAL PANEL > A three-member panel consisting of the Chief of Police, the City Manager and the Director of Recreation. The panel shall be charged with review of all appeals by any employee or volunteer whose criminal history background check reveals disqualifying criminal conviction. Each member shall serve without compensation.
CRIMINAL HISTORY BACKGROUND CHECK > A determination of whether a person has a criminal record by cross referencing that person’s name, fingerprints, social security number and date of birth with those on file with the Federal Bureau of Investigation, Identification (SBI) Division and/or the State Bureau of Identification of the New Jersey State Police.

Any youth program in the City of Brigantine which receives funding, in whole or part, from the City. Criminal history background checks are to be borne by the volunteer, unless supplemented through grants, fundraising, and the volunteer organizations involved (i.e., football, baseball, hockey, etc.).
The City of Brigantine shall be responsible for all costs associated with the original issuance of an identification card for all volunteers or employees.
All City of Brigantine sponsored youth programs or activities shall submit a list of names, addresses and a written consent form from all the prospective and current volunteers to the Director of Recreation of the City of Brigantine.
The Director of Recreation (Mogan) shall coordinate the criminal background checks and digital photographs for the identification cards. The recreation-issued identification card will show the digital picture of the volunteer/employee as well as his/her name and youth activity overseeing and an expiration date. If the volunteer/employee resigns or is terminated, the recreation-issued identification card is to be returned to the City of Brigantine Director of Recreation or his/her designee.
The services of a third-party independent agency will conduct the criminal history background checks authorized under this article and submit same to the Volunteer Review Operation of the New Jersey State Police Records and Identification Section, State Bureau of Identification (SBI), Criminal Information Unit (CIU).
The New Jersey State Police Records and Identification Section will notify the Director of Recreation under the Volunteer Review Operation (VRO) of the applicant’s approval or denial. No criminal background information will be released to the Recreation Department.

3. A person shall be disqualified from serving as an employee or volunteer of a nonprofit youth serving organization if that person’s criminal history record background check reveals a record of conviction of any of the following crimes and offenses: In New Jersey, any crime or disorderly persons offense:
(1) involving danger to the person, meaning those crimes and disorderly persons offenses set forth in N.J.S.2C:11-1 et seq., N.J.S.2C:12-1 et seq., N.J.S.2C:13-1 et seq., N.J.S.2C:14-1 et seq. or N.J.S.2C:15-1 et seq.;
(2) against the family, children or incompetents, meaning those crimes and disorderly persons offenses set forth in N.J.S.2C:24-1 et seq.;

Individuals dealing with the organization see volunteers first and most often. You can manage risk by effectively screening, evaluating and placing volunteers at your nonprofit.
Screen your school, youth or collegiate coaches and others who volunteer with your sports teams before they start working with the athletes. Keep the children your organization serves safe by screening mentors, coaches, troop leaders and other adults they may come in contact with.

What is the role of a board of directors for a non profit? Every nonprofit has a board of directors that is the ultimate responsible body for the organization. The board of directors is the governing body of a nonprofit. Individuals who sit on the board are responsible for overseeing the organization’s activities. Board members meet periodically to discuss and vote on the affairs of the organization.
